Manny was born to humble beginnings in Moriones, Tondo, Manila on December 13, 1949. His mother Curita Bambaa came from Pampanga and Bataan. His father, Manuel Montalban Villar, Sr. hailed from Iloilo.

The second of nine children, Manny started selling sea food at the Divisoria Market at an early age. As a working student, he was able to put himself through school by finishing his studies at the University of the Philippines where he earned his bachelor of arts and Master of Arts degrees in Business Administration.

He started a gravel and sand business and then went on to establish one of the largest development firms in the Southeast Asian region.

He has been featured in international publications such as the far Eastern Review, Asiaweek, Asiamoney, and the Asian Business Review.

He has been recognized by being cited as one of the Ten Outstanding Young Men in 1986, the Agora Award for Marketing Management in 1989, Most Outstanding CPA by the Institute of Certified Public Accountants in 1990, and Most Outstanding Alumnus in 1991.

As a successful businessman, he ventured in the political arena in 1992 and was elected as Congressman representing Las Pinas posting landslide victories. On his third term, he was chosen to be the Speaker of the House of Representatives.

In the national elections held last May 14, 2001, despite being a Relative newcomer in national politics, Manny Villar posted one of the most impressive showings in the national polls. On his first day in office, he filed 204 bills covering a comprehensive legislative program of action – the first among neophyte senators and the third highest filer among the senators of the 12th Congress of the Philippines.

After being elected by his colleagues, he assumed the position of Senate President Pro-tempore, the second highest post in the higher chamber of Congress. He chaired the Committee on Finance that is in charge of all deliberations & discussions On the national budget of the country and the Committee on Public Order & Illegal drugs.  He also held the Vice Chairmanship of the Committee on Foreign Relations and Committee on Agriculture. 

In 2004, he was elected President of the Nacionalista Party, the premier political party of the Philippines. He has a solid vision of transforming the Philippines into a robust economy anchored on hard work , patience , and sacrifice - values which have led his very own life.

In July 2006, with the staunch support of majority of his colleagues, he assumed the Senate Presidency during the third regular of the session of the 13th Congress. Carrying his agenda of creative leadership, Senate President Manny Villar leads The upper chamber with a renewed vision for the Senate as an institution --- a more responsive and more proactive chamber pursuing the ends of national development through its collective wisdom and

independence.  With his cunning Leadership, the new Senate President takes the lead in reinventing & redefining the Institution that will always remain vital and instrumental to the principle of the check & balance of good government & nationhood.
